Establishing who a counterparty actually is, beneficial ownership, affiliations, sanctions exposure and reputational history, before a contract, not after a problem. In our region this is genuinely difficult work: registries are incomplete, ownership is often held informally, and the names that matter are frequently not the names on the paperwork.

The group's experience spans construction, road building, bulk materials, food and commodity trading and, most recently, dimension-stone minerals, so we understand extraction, processing, logistics and export as one continuous problem rather than four separate ones.

Delivered under contract, in an active theatre

Four national governments contracted these companies while the war was still being fought. The contracts, the officers who signed them and the completion records still exist.

The work described on this site was delivered between 1980 and the present by companies within the family group and by Tarnak's founder in his capacity within those companies. Contract documentation, awarding offices, completion records and named government referees are held on file and provided in full with any tender submission or on request under confidentiality.

History

Four decades of working in one country

The family's trade begins in 1980. The construction companies date from 2004. The Australian firm continues that work. Each is documented from the point where documents exist.

1980 to 2001
Trade in Kandahar

Kandahar Popalzai Trading Limited is established in Kandahar, trading food and general goods. Across two decades it moves US$6.3 million in trade, through the Soviet period, the civil war, and the years that followed.

It was not an industry then. It was a trade, learned from the generation before and taught to the one after.

Most of the capability that later rebuilt southern Afghanistan did not survive those years. This family's did.
2001 to 2004
Formalising

When the reconstruction economy opened, the family was already there, with the trade networks, the labour, the plant and the local knowledge that the incoming programmes needed and could not import.

Afghan Omid Construction & Logistics Co. Ltd was incorporated in Kabul on 12 May 2004 under licence D-25853. Muslim United Construction & Road Building Co. Ltd was founded in Kandahar the same year under licence D-28526.

Among the first Afghan private contractors of the reconstruction era, not late entrants to a mature market, but part of the first wave that built it.
2004 to 2013
The coalition decade
2006
First direct works contract with the Commonwealth of Australiathe Trade Training Centre at FOB Davis/Ripley, Tarin Kowt. Steel wire and gabion supply for Central Asia Development Group under USAID delivery.
2007
Two further Commonwealth of Australia contracts under the 1st Reconstruction Task Forcethe Tarin Kowt hospital main building and the Boys' High School. Work begins on an explosive ordnance storage facility for the Australian Defence Force.
2008
The ADF facility is completed and acknowledged by Headquarters Joint Task Force 633. A radio station is delivered for the Netherlands Provincial Reconstruction Team.
2009
The peak year. A 64 km provincial road in Zabul for USAID. Hospital works, helicopter compound fencing, crushed stone supply and a trade training centre for the Netherlands and Australian PRTs at Tarin Kowt.
2010
The UK Royal Engineers award the Bolan to Chah-e Anjir road, 11 km, US$7.35M, through the Helmand PRT Specialist Team Royal Engineers on DfID conditions of contract.
2011
The award is commemorated by His Excellency the Governor of Helmand and the head of the Helmand PRT. The US Marine Corps awards two CERP road contracts, Routes Sam and Hera, through II MEF (Forward).
2012
Routes Sam and Hera are completed and recognised by a USMC Certificate of Appreciation. The Lashkar Gah Training Centre works are awarded by the Royal Engineers.
2013
The Bost Airfield Police Patrol Base and Fire Station is awarded, US$1.91M, the group's second-largest UK contract.
In eight years the family's companies were contracted by four national governments, Australia, the United Kingdom, the United States and the Netherlands, and built hospitals, schools, police facilities, training centres, airfield works and more than a hundred kilometres of road.
2013 to 2022
After the drawdown

As the international presence contracted, the companies turned to Afghan public and commercial work, including asphalt road construction at Shahrak Mahajrin in Parwan and a 4.5 km stone masonry road at Taimani in Kabul, both in progress in 2020.

The companies did not close when the contracts left. That is the difference between a business and a wartime arrangement.

Minerals

Spin Ghamai Mining & Process Company is established in Kandahar, with Mustafa Popalzai as President. A five-year small-scale mining licence is granted over a marble deposit at Kandalan, Khas Uruzgan district, Uruzgan, a scheduled programme of 475,000 tonnes and a commitment to 100 direct jobs.

Tarnak Consulting Group Pty Ltd is an Australian-registered company and is bound by Australian law in every jurisdiction in which it operates. Australian foreign bribery law makes a company liable for bribery committed by its agents and contractors, the only defence is having adequate procedures in place beforehand. We have them, they are documented, and they are open to client and government review.

We decline engagements that cannot be performed inside that framework, and we say so early.

  • Anti-bribery & anti-corruption A documented adequate-procedures programme aligned to the Australian foreign bribery regime: country and counterparty risk assessment, due diligence on every agent and subcontractor before engagement, anti-bribery clauses with audit and termination rights, a gifts and hospitality register, confidential reporting, annual training and periodic review. No cash payments. No facilitation payments, without exception.
  • Sanctions screening Every counterparty is screened against the DFAT Consolidated List and applicable UN, US OFAC, UK and EU designations before engagement, and re-screened periodically. Dated screening records are retained and auditable.
  • Export & trade controls Goods, software and technology are assessed against the Defence and Strategic Goods List before any arrangement is entered into. We do not broker controlled items without the registration and permits required under the Defence Trade Controls Act.
  • Scope discipline We provide commercial, logistics and administrative advisory services. We do not supply arms or related matériel, and we do not provide military training or military-related technical assistance.
  • Fee structure We charge fee-for-service under written scope. We do not act as a commission agent on government transactions and do not accept success fees contingent on a government decision.
  • Separation of interests Tarnak holds no equity in any Afghan company, provides and receives no funding, and exercises no direction over their activities. Interests held personally by the director in overseas entities are disclosed in full to clients and regulators on request. Tarnak's ownership and control chain is wholly Australian.
  • Conflicts, confidentiality & data Documented conflict-of-interest checking at engagement acceptance; client information held under confidentiality obligations with controlled access and defined retention.
